Class & Statutory Surveys
The requirements to become ICS Surveyor assigned to perform Class & Statutory Surveys are as follow:
ICS surveyor shall demonstrate knowledge and training to execute all types of class & statutory surveys relevant to the process he is authorized to perform.
2.1 A degree or equivalent from a tertiary recognized institution within a relevant field of Engineering linked to the Maritime Sciences or a qualification from a suitable marine or nautical institution and relevant sea-going experience as a certified ship officer.
2.2 Suitable work experience relevant to the Class & Statutory surveys.
3.1 Experience from Class & Statutory related works as stated in suitable evidences.
3.2 Mandatory training (courses) successfully completed in relation with class & statutory surveys as stated on corresponding courses certificates/statements.
Copy of all Class & Statutory courses certificates shall be submitted prior to authorization for carrying out surveys for verifying compliance with the requirements of IMO and ILO conventions, IMO codes, IMO resolutions, national regulations and classification rules.
Continuous updating is necessary as circumstances dictate in the knowledge, understanding and interpretation of the class & statutory activities. This updating may be through additional training courses, distant learning, in-house training or other suitable recognized method.
6.1 Application / Updating form for ICS surveyors/auditors & one (1) color digital photo.
6.2 C.V (updated details of education and objective evidence of previous working experience)
6.3 Copy of Class & Statutory courses attended and certificates obtained.
6.4 Records, letters of references, certifications, statements, etc, regarding previous experience in class & statutory surveys.
6.5 Copy of the license or title as a marine / nautical engineer, naval architect, Captain, Chief Eng., First Officer or First engineer, Deck or Engineer Officer.

ISM-Code
The requirements for ICS auditors assigned to perform ISM-Code Certification are as follows:
Criteria for verification of compliance with the requirements of the ISM-Code shall be in accordance with the applicable sections of the IMO Resolution A.913 (22) “Revised Guidelines on the Implementation of the ISM-Code by Administrations” and IMO Resolution A.741 (18) “International Safety Management (ISM) Code” as amended by MSC. 104 (73).
2.1 Qualifications from a tertiary institution recognized by the Administration or by the Recognized Organization within a relevant field of Engineering or Physical Science (minimum two (2) years programme); or
2.2 Qualification from a marine or nautical institution and relevant seagoing experience as a certified ship officer (minimum five (5) years of seagoing experience).
2.3 At least five (5) years experience in areas relevant to technical or operational aspects of safety management, such as:
2.3.1 Ship’s classification or statutory surveys; or
2.3.2 Experience as a certified watch keeping officer; or
2.3.3 Experience as a superintendent or ship manager.
3.1 Knowledge and understanding of the ISM-Code;
3.2 Mandatory rules and regulations;
3.3 The terms of references which the ISM-Code requires that companies should take into account;
3.4 Assessment techniques of examining, questioning, evaluating and reporting;
3.5 Technical or operational aspects of safety management;
3.6 Basic knowledge of shipping and shipboard operations; and
3.7 Participation in at least one (1) marine-related management system audit.
Competence gained through attending ISM-Code course should be demonstrated through written or oral examinations, or other acceptable means.
5.1 Determine whether the Safety Management System elements conform or do not conform with the requirements of the ISM-Code;
5.2 Determine the effectiveness of the company’s Safety Management System, or that of the ship, to ensure compliance with rules and regulations as evidenced by the statutory and classification survey records;
5.3 Assess the effectiveness of the Safety Management System in ensuring compliance with other rules and regulations which are not covered by statutory and classification surveys and enabling verification of compliance with these rules and regulations; and
5.4 Assess whether the safe practices recommended by the organization, administrations, and classification societies and maritime industry organizations have been taken into account.
Personnel who are to be in charge of initial verification or renewal verification of compliance with the requirements of the ISM-Code should have at least five (5) years experience in areas relevant to the technical or operational aspects of safety management, and should have participated in at least three (3) initial verifications or renewal verifications. Participation in verification of compliance with other management standards may be considered as equivalent to participation in verification of compliance with the ISM-Code.
Personnel who are to perform annual, intermediate and interim verifications should satisfy basic requirements for personnel participating in verifications and should have participated in a minimum of two (2) annual, renewal or initial verifications. They should have received special instructions needed to ensure that they possess the competence required to determine the effectiveness of the company’s safety management system.
Continuous updating is necessary as circumstances dictate in the knowledge, understanding and interpretation of the ISM-Code. This updating may be through in-house training, additional or refreshment courses, distant learning system using internet or other suitable recognized method.
ICS shall ensure that independence exists between personnel providing consultancy services and personnel performing verification of compliance with the ISM-Code before ISM-Code auditor has been approved.

10.3 Copy of the ISM-Code courses certificates.
10.4 Previous documented experience in auditing the safety management system (Survey and Audit Log).
10.5 Copy of tertiary/marine institution education certificates.
10.6 Copy of other courses certificates linked with marine field/quality –management systems audits.
Others certification or relevant documents issued by other recognized body of certified auditors would be highly valued. audits.
Maritime Security Auditors (MSA)
ICS Maritime Security Auditors (MSA) are assigned to perform ISPS-Code Certification. The requirements to become Maritime Security Auditors are as follows:
Auditors should be able to demonstrate knowledge of ship operations and the auditing of management systems in accordance with, as a minimum, ISO 19011 ( or previous quality systems ISO norms – ISO 9000 series ) or the ISM-Code.
Auditors performing ISPS-Code verification and certification shall have completed and approved ISPS-Code course.
Continuous updating is necessary as circumstances dictate in the knowledge, understanding and interpretation of the ISPS-Code. This updating may be through additional training courses, distant learning, in-house training or other suitable recognized method.
Copy of ISPS-Code course and copy of ISM-Code or of applicable ISO norms courses is necessary prior to authorize maritime security auditor who has the responsibility for verifying compliance with the requirements of the ISPS-Code.

5.5 Copy of updated ISM-Code or ISO- 19011 (9000 series) course certificates.
5.6 Copy of the certificate from a tertiary institution recognized by the administration or by the recognized organization within a relevant field of Engineering or Physical Science (minimum two (2) years programme); or Certificate from a marine or nautical institution and relevant seagoing experience as a certified ship officer (minimum five (5) years of seagoing experience).
MLC, 2006 Inspector
ICS Maritime Labour Inspectors are assigned to perform MLC, 2006 certifications. The requirements to become an ICS Maritime Labour Inspector are as follows:
Maritime Labour Inspectors should be able to demonstrate the necessary expertise in the relevant aspects of the MLC, 2006 (including ILO Conventions), and appropriate knowledge on ships operations, including the minimum requirements for seafarers to work on a ship (STCW Convention included), conditions of employment, accommodation, recreational facilities, food and catering, accident prevention, health protection, medical care, welfare and social security protection.
Maritime Labour Inspectors shall have the necessary knowledge of the requirements of the MLC, 2006 and the Guidelines for Flag State Inspections as well as applicable national laws and regulations and relevant international and national instruments.
Maritime Labour Inspectors performing MLC, 2006 certification shall have demonstrate enough knowledge on ships operations or auditing of safety management systems in accordance with, as a minimum, ISM or ISO 9000 series.
Maritime Labour Inspectors shall have completed and approved MLC, 2006 training course for inspectors as well as continuous updating as circumstances dictate in the knowledge, understanding and interpretation of the MLC, 2006. This updating may be through additional training courses, distance learning, in-house training or other suitable recognized method.
5.1 Updated C.V or Resume including details of previous working experience.
5.2 Copy of certificate(s) of MLC, 2006 training course(s) for Maritime Labour Inspectors.
5.3 Previous experience in auditing Safety Management Systems or ISO 9000 audits (Audit log).
5.4 Copy of updated certificate(s) of ISM or ISO 9000 course(s) for ISM/ISO auditors.
5.5 Copy of certificate from a recognized institution within a relevant field of Engineering or Physical Science (minimum two (2) years programme); or Certificate from a maritime or nautical academy and relevant seagoing experience as a certified ship officer with a minimum of five (5) years of seagoing experience.
